Why is the submit button inactive on the form?
All applications must be signed and saved locally prior to submission. Ensure your application has been signed and you have saved a copy prior to submission. In addition, the submit button will be inactive if you have invalid items on your form. On the signature page of the form, there is a 'Validate Form' button that will display a list of errors (if any) preventing you from submitting.
